Well, the only time we get to water splash here in my place is when our school is having a Carnival Day or a Canteen Day and some other special occasions. What we do is, we empty our bottles (drinking it of course =p) and then we go to the toilet and fill our bottles with water, aaaaaand, PARTY TIME! XD
But it ain't that fun because, the headmaster will find out sooner or later and then we might get warned...and that sucks =p
I'm SoOO gonna visit Thailand when i get the chance, especially in November since you said that's when the festival is held. So if i meet you there during the festivals, hehehehehe *grins evilly* SPLASH WATER AT YA! XD
